The IRC is operational in Banadir, Southwest, Galmudug and Puntland regions implementing interventions in the areas of Economic Recovery and Development, WASH, Women Protection and Environment, Governance, and Health and Nutrition.

Job Overview:

terms of program quality strengthening operations and finance department by emerging tools, systems, and staff capacity to adhere to IRC policies and procedures and donor compliance.

KEY RESPONSIBILITIES:

Budgeting & Forecasting:

  1. Support preparations of new grant budgets and/or revising existing grant budgets for the country program under the guidance of the Finance Manager – Budgeting and Financial Reporting. Also, working closely with program staff.
  2. Ensure adequate coverage of country operating costs by using the Cost Allocation Methodology (CAM) tool, Technical Unit costs, and headquarters costs (where applicable) for all grant budgets.
  3. Provide support in the management and tracking of all partner budgets and financial reporting deliverables, inform Partnerships Finance team and the Program Coordinators of any potential issues with spending and financial reporting.
  4. Review and consolidate budgets with the aim of gaining a clear understanding of budget guidelines and instruction and proper coding.
  5. Assist in developing Sector budget templates that are in line with INTEGRA budgeting formats and coordinate with program sector leads for consolidating program inputs.
  6. Support the IRC program teams to develop spending plans and costed workplans as the donor requirement.
  7. Working with program staff in preparing and/or revising grant budgets to support new proposals or budget realignments to ensure adequate coverage of country operating costs and headquarters costs.

Financial Reporting:

  1. Support on the review of financial reports and flagging any compliance and financial reporting issues.
  2. Liaise with the Finance Partnerships staff with regards to any sub-award financial reporting or payment request as necessary.
  3. Work with Budgeting and financial reporting finance team to complete donor reports
  4. Laisse with Grants team to update Reporting calendar and circulate within the finance department.
  5. Support financial reporting preparations and submission to donors.
  6. Ensure that financial reports are accurate, Codding is up to date, donors complain and submitted on time in line with IRC budgeting and procedures.

Others:

  • Ensure IRC program requests and Item forecasts are in line with donor approved budget.
  • Assist the Finance Manager in the preparation of timely donor reports as per the donor agreements & contracts.
  • Review INTEGRA budget uploads are done properly for accuracy and completeness.
  • Ensuring donor regulations are adhered to for all aspects of the operations.
  • Support project donor audits and donor project monitoring.
  • Any other duties as assigned by the Finance Manager – budgeting and financial reporting.

QUALIFICATIONS

  • University degree in Business related courses with accounting option (BBA, BCOM, BAF). A complete or partial professional course is desirable.
  • At least three years of finance and accounting experience in a similar post
  • Experience working in a similar role with NGO is highly regarded.
  • Exceptional coordination and interpersonal skills and ability to develop and maintain effective working relationships with relevant stakeholders.
  • Demonstrable experience working effectively in coordination with multi-functional (e.g., Program, operational, finance) teams.
  • Excellent written and oral communication skills.
  • Strong computer skills with proficiency in Microsoft Excel; experience using any accounting package is an added advantage.
